1. Receiving and Unloading Procedures
Compliance with subsection 14.2 is mandatory for both full and empty ETO containers.
Safety Checkpoints
- Vehicle engines must be OFF, brakes set, and wheels chocked.
- No smoking or open flames within 25 ft (7.62 m).
- Containers must be kept UPRIGHT at all times.
Handling Prohibitions
- NO Stacking: Containers must never be stacked or rolled.
- Forklift Safety: Do not lift drums by placing forks under chime rings.
2. Storage Standards
Indoor Areas
- Classified for ignition source control (Class I, Div 2).
- Spot heating limit: 125°F (51.7°C).
Outdoor Areas
- 25% of perimeter must be open to atmosphere.
- Clear of dry vegetation for 15 ft (4.6 m).
- Provide protection from vehicle damage.
3. Piping Systems & Gas Dispensing
All metallic piping must comply with ASME B31.3 (Process Piping) and have a minimum melting point of 1500°F (815.6°C).
Ventilation Rate
Mechanical ventilation must operate continuously at no less than 1 scf/min•ft² of floor area.
Shutoff Valves
Each system requires two remotely operated shutoff valves. The first must be within 5 ft (1.5 m) of the container.
4. Disposal and Emission Control
Compliance with Section 14.9 ensures environmental safety and effective ETO neutralization.
Wet Scrubbers
Must be designed so solution cannot enter process lines. Pure liquid ETO must never feed directly into gas-treatment scrubbers.
Catalytic Converters
Must include automatic shutdown if temperature exceeds catalyst supplier limits.
5. Construction & Fire Safety
- Explosion Venting: Structures must have non-combustible construction and explosion control per Section 6.10.
- Fire Suppression: ETO storage areas must be protected by a Deluge System in accordance with NFPA 16.
- Bonding: All piping must be bonded to an earth ground to control static electricity.
